Shaping company safety policy
Companies that work with (great quantities of) dangerous materials must comply with safety requirements under the Serious Accident Risk Decree of 1999 (BRZO 1999). This decree incorporates portions of the Seveso-II guidelines of the European Union in national legislation with the aim of preventing and limiting accidents involving dangerous materials.
The guideline mandates that companies do everything in their power to ensure optimum safety levels. In other words: the companies have the general duty of care. Oranjewoud can advise these companies, as well as (inspecting) authorities, on how to best deal with this responsibility.
Safety policy
Companies are required to inform the authorities on how they have formulated the above-mentioned safety policy and what the results are. The authorities then evaluate the report(s) and take them into account in granting (or continuing to grant) environmental permits. The relevant authority for its part must then indicate how they would expect to respond to a possible disaster at the company.

Advise both parties
Oranjewoud/Save is in a position to advise both parties on all aspects that relate to the general duty of care. Two categories of companies have been defined in this process. The first category is required to implement a prevention policy for serious accidents (mandatory PBZO). This implies that they must have a safety management system.
The second category (mandatory VR – safety report) must also inform the authorities on the safety policy, the safety management system and the safety risks. This must be in the form of the so-called safety report.
Testing evaluating BRZO
Oranjewoud/Save has a great deal of experience in testing and evaluating BRZO installations of companies required to submit PBZOs and safety reports. In this respect not just the required specialist knowledge (of chemicals) is available in-house, but also considerable experience in the sphere of process monitoring, education and training.
