Monitoring system for external safety in railway yards

In order to monitor external safety risks in railway yards, the Save/Oranjewoud combination has developed the Monitoring System for External Safety (MSEV), at the request of ProRail. This monitoring system is designed to accurately and rapidly provide a view of external safety risks, both in local terms and in terms of group risk. MSEV is intended to replace the selection method currently in use.

A second version of the monitoring system (MSEV2) was completed in 2005 for two railway yards. This system has the following uses:

  • produces annual forecasts of external safety risks based on partial year data from the current year;
  • calculates external safety risks depending on handling processes in the railway yard (based on the type of handling, as well as the location);
  • monitors external safety risks on an annual basis (for instance in order to test the risk space under permit).

   

Consistent

MSEV2 uses so-called basic risk data files derived from the quantitative risk analysis (QRA) of the railway yard concerned. Scenarios and data on materials, meteorology and population are utilized. The results of the MSEV2 are therefore consistent with the relevant QRA.
