Handout for accountability for group risk
The 'Decree on external safety measures' (EVI decree) went into effect on July 1st, 2004. Accountability for group risk is a significant component of this decree. Oranjewoud accepted an assignment from VROM (the Ministry of Housing, Spatial Planning and the Environment) and BZK (the Ministry for Home Affairs) to prepare a handout for the practical implementation of this accountability duty.
The handout that Oranjewoud is to prepare is intended to support managers and their consultants in the area of accountability. The handout indicates how one can take group risk into consideration from the very beginning of the decision-making process. This applies to the preparation of development plans as well as the permitting process under the Environmental Management Act.

Complex material becomes manageable
Accountability refers to the political deliberation of whether a specific high-risk situation is socially acceptable. Not just the chance of an accident, but also, for instance, the possibilities with respect to self-help and relief work and the availability of alternative locations must be taken into account. This broader approach is a big step forward in terms of external safety policy, but the subject is more extensive and complex as a result. The goal of the handout to be prepared by Oranjewoud/Save is to ensure that accountability for group risk is manageable for all participants.
